1. WORK EXPERIENCE:

► More than 28 years of experience in human resource development and program development, management, evaluation and reporting & documentation.

► Around 19 years of experience in a senior management position-Director (CEO) of a National Organization in the Health Sector responsible for promotion & coordination of health research.

► Worked as the Director of Bangladesh Medical Research Council (BMRC)- focal point for health research in the country  for around 19 years and during this period, represented the institute in and outside the country, worked with the public and private sector health related organizations/NGOs as well as with various development partners.

2. EXPERIENCE IN MANAGING HEALTH PROGRAMS:

For the duration of the service period  in the BMRC, implemented following health programs under
the Development Program of the Government funded by various donor agencies:

► During 1992-1998, under Fourth Population and Health Program (FPHP) implemented a Project funded by the World Bank and the AusAID as Project Director. 

► During 1998-2002, under Development Program of the Government, implemented a Project funded by the UNFPA as Project Director.

► During 1998-2003, under Health and Population Sector Program (HPSP) of the Government funded by Consortium of Donors (including USAID), implemented a Program as Head of the Implementing Agency.

► During 1991-2010, under the World Health Organization (WHO) Country Program implemented nine (9) Biennium Country Programs as Program Manager.

► During 2003-2010, under Health, Nutrition & Population Sector Program (HNPSP) of the Government supported by Consortium of Donors (including USAID), implemented a Program as Head of the Implementing Institution.

►During 1992-2010, directly involved in planning, formulation, implementation, supervision & monitoring, review & evaluation, reporting to the Government institutions & donor agencies and preparation of implementation &   completion reports of the above mentioned projects/programs. In connection with these programs managed significant grants related to health and worked with partners and donors.

► During 1992-2010, in addition to above mentioned development programs, executed different health programs under Revenue/Regular Budget of the Government as Head of the Program.

3. EXPERIENCE IN WORKING WITH MULTI SECT ORAL ORGANIZATIONS:

►As Director of the Council, worked with the Members of the Council representing multidisciplinary professionals: Medical, Non-Medical, Social & Behavioral Scientists, Administrators, Policy Makers etc. from various institutions/organizations like Ministry of Health & Family Welfare, Ministry of Planning, Medical Colleges (public & private), Post Graduate Medical & Health Institutions, Medical & Public Universities, Professional Bodies, NGOs etc.

►The BMRC provided fund for conducting research studies in various areas like child health, maternal health, public health, clinical science, nutrition, reproductive health, social science, environmental issues, primary health care, medical education, and allied subjects. Therefore, engaged with professionals from multiple disciplines and institutions.

4. DEVELOPMENT OF HEALTH PROGRAMS AND PROJECTS:

►As Director of Bangladesh Medical Research Council (BMRC), developed the Annual Program of the Council for more than 18 years, during 1992-2010. Also involved in development of Annual Operational Plan (AOP) of research activities under the development program of health sector at National (for the Country) as well as Institutional (for the BMRC) levels.

► In 1992, developed a Project entitled "Strengthening of Bangladesh Medical Research Council (BMRC)" and was able to get funding (1992-1998) from the World Bank and AusAID under the Development Program (Fourth Health & Population Program-FPHP) of the Government. This was the first initiative to get development budget for the Organization. Subsequently was able to get continuous Government support under it’s development programs.

►In 1998, developed another Project entitled “Strengthening Reproductive Health Research” and succeeded to get funding (1998-2002) from United Nations Population Fund (UNFPA).

►Actively involved in identification & formulation of research & development activities of the Government at national level under its five year development program- Health & Population Sector Program (HPSP) implemented during 1998-2003.

►Provided technical assistance in writing the Research & Development (R & D) chapter for the Project Implementation Plan (PIP) of the Health, Nutrition & Population Sector Program (HNPSP).

►Involved in development of Program Activities under the Biennium Country Budget of the World Health Organization (WHO) and successfully developed nine (9) Biennium Programs (during 1990-2010) for implementation by the Council.

►Developed a training program and received competitive science grants under International Bioethics Education and Career Development Award funded by the Fogarty International Center (FIC) of the National Institutes of Health (NIH), USA and successfully implemented the program as Program Director/Principal Investigator during 2002-2006.

►Developed around 33 projects and received funding from different national and international organizations.

5. REVIEW OF PROPOSALS & REPORTS:

►A good proportion of time was devoted to review of proposals and reports. It is important to mention that the BMRC usually receives around 200 research proposals every year under its different programs and the Director of the Council is responsible to review the research proposals through different mechanisms.

►Involved in review of scientific articles which were submitted to the Council for publication in the Bangladesh Medical Research Council Bulletin- an Indexed Journal. 

►Taken part in review and evaluation of research proposals, reports & articles of other related institutions of the Country including different Ministries of the Government.

►Actively involved in development of Research Management Modules formulated by the South East Asia Regional Office of World Health Organization (WHO), New Delhi, India.

►Review of ethical issues of research proposals was an important routine activity and on an average reviewed around 100 research proposals for evaluation of ethical issues. Most of these proposals were submitted by the national & international organizations which included: UN Agencies(WHO,UNICEF), International NGOs(Helen Keller,  Population Council, En Gender Health etc.), International Universities/Institutions (Johns Hopkins University; Columbia University; London School of Hygiene & Tropical Medicine; Cambridge University; Universities from Australia, Canada & Japan etc.) and NGOs like BRAC, Damien  Foundation etc.

    
6. DEVELOPMENT PROGRAM BACKGROUND:

►Implemented different programs with World Bank, AusAID, World Health Organization (WHO), United Nations Population Fund (UNFPA), Consortium of Donors (including USAID).

►Worked as counterpart National Expert with Expatriate Short Term WHO Consultant for 5 years (2 months in each year from 1992-1997) in evaluation of research program in Bangladesh through the BMRC.

►Served as Counterpart National Expert with Expatriate Short Term Consultant of UNFPA in evaluation of reproductive health research program in Bangladesh in December, 1999.

►Worked with World Bank Team and other development partners in formulation of long term (5 year plan) Plan of Action of the Country for Research & Development chapter.

►Participated in review & evaluation of activities under development programs of health sector of the Government with the review missions of the development partners.

►Implemented Research Promotion and Cooperation activities under country budget of World Health Organization from 1991- for 19 years. Performed several assignments under WHO Local and Regional Offices. Served as Short Term Professional/ Consultant in the WHO.

8. DEVELOPMENT OF POLICIES AND STRATEGIES:

► Compiled the National Profile on Health Research System in the Country in 2001 under an Assignment given by the South East Asia Regional Office (SEARO) of World Health Organization (WHO), New Delhi, India.

►In 2009, actively involved in development of a policy document “National Health Research Strategy” which was approved by the Government and published with assistance from the local Office of the World Health Organization.

►Served as the Member of the Committee for Formulation of National Science & Technology Policy of the Country under the Ministry of Science and Information Technology, Government of Bangladesh from July, 2005 to 2006.

► Developed 6 policy documents/national guidelines, which are related to health research.
